Q uestion Marks versus Other Marks of Punctuation

Prompt:Commas and periods always go before (never after) the second set of quotation marks (American convention): "When I am rich," he muttered, "I will show them." Question marks and exclamation points may go before or after the second set of quotation marks — marks belonging to the quotation stay within the quotation marks: The teacher asked the student, "Where is your assignment?" And: Did you mark the letter "Confidential"?
